The view from Canada. You understand more of the U.S. system by looking at a few systems outside the US. We visited Vancouver, Canada and spoke to the juveniles and administrators to see another POV.

84 bed capacity. These spaces are reserved for some pretty difficult cases. The Canadian net is narrow and well defined. 2/3 of the sentence is spent in this institution and 1/3 in the community acclimating and working under the assistance of ISS–intensive Support and Supervision. It is extremely rare for a juvenile to be charged as an adult here. These are tough kids here; some major crimes. These are not Probation Violations. The juveniles that are the typical mess-ups are dealt with in their home environments. They are directed into a better direction. Efforts are made to correct and redirect rather than isolate and purely punish.
