Basics: Waverly Regional Youth Center, Waverly, MO. Moderate residential unit. All male, 40 beds. When the institution was built, it had no fence. A kid escaped and assaulted a woman in the community and torched her house. The residents revolted and demanded kids couldn’t receive any services within a 60 mile radius. It also required a fence around it. Waverly is a tiny town. Now, 16 years later, the woman who was assaulted bakes birthday cakes for the boys. This lead to community liasion program—citizen in the community that has evolved to all the programs and they become community activists and supporters of the programs. Some of these people visit kids when their own parents don’t come to visit on visiting days. It originally started as damage control.
